The Peoples Democratic Party (PDP) governorship candidate in Lagos State, Deji Doherty, has outlined a Ten-Point Agenda, describing it as a practical blueprint for addressing key challenges facing residents and driving development across the state.
Titled “The Ten-Point Agenda – A Practical Blueprint,” the programme focuses on education, transportation, affordable housing, youth empowerment, healthcare, food security, investment, waste management, tourism, power, employment and fair taxation.
According to Doherty, the agenda is not a list of promises but a commitment to engineered delivery.
The key areas of the agenda are outlined below:
1. Education – Lifting the Burden from Households
Too many Lagos families are crushed by the cost of basic education. We will change that.
We will partner with low- and middle-cost private schools across the state and pay the tuition of pupils from identified low-income households. The goal is simple: no child should drop out of school because their parents cannot pay fees. This is not charity. It is an investment in the next generation of lawyers, doctors, engineers and entrepreneurs that Lagos needs.
2. Transport – Cutting the Cost of Movement and Completing Critical Infrastructure
Traffic and transport costs are bleeding Lagosians dry. We will convert the BRT fleet to Compressed Natural Gas (CNG). This will cut operating costs significantly and allow us to reduce BRT fares by 50%. In addition, taxpaying citizens will receive further fare rebates as a direct reward for contributing to the state’s revenue.
To support this scheme, we will complete the Red and Blue Lines at a reasonable and transparent cost. These lines are not prestige projects; they are essential arteries that will decongest our roads, reduce travel time, and make public transport truly functional for the majority of Lagosians.
3. Housing – Partnership for Massive Affordable Homes
Lagos does not lack land. It lacks the political will to unlock it for ordinary people. We will partner directly with landowners to develop massive low-cost and affordable housing schemes across the state — especially in the outskirts and underserved Local Government Areas. The model will be transparent, community-driven, and focused on genuine affordability, not elite estates.
4. Youth Skills & Apprenticeship with Stipends
Young people need more than motivational speeches. They need structured pathways. We will expand a statewide apprenticeship scheme where participants receive monthly stipends while they learn. This will encourage them to stay the course, master a trade, and emerge as skilled, employable citizens rather than frustrated job-seekers.
5. Healthcare – Insurance for Every Child and the Aged
Healthcare must reach the market trader, the artisan, the pensioner and the child in every community. We will expand a health insurance scheme that covers every child and every elderly person at minimal cost — free for indigents, and mandatory for every taxpayer. No Lagosian should die because they cannot afford treatment.
6. Food Security – From Farm to Market at Fair Prices
Food prices are rising not only because of production costs, but because of a broken logistics chain. We will invest heavily in farm-to-market food production and create an efficient logistics system that drastically reduces the margin between what the farmer earns and what the consumer pays. Fresh food should not be a luxury in Lagos.
7. Investment Climate – Strengthening Institutions and Removing Bottlenecks
Lagos cannot grow if investors continue to face unnecessary bottlenecks. We will strengthen the institutions that regulate and facilitate investment, remove the layers of bureaucracy that have permeated the investment environment, and create a transparent, predictable system that encourages both local and foreign capital to flow into productive sectors of the economy.
8. Waste Management – Technology, Community Participation and Value Addition
Waste is not just a problem; it is an opportunity. We will introduce modern technology into waste management across the state. We will drive community participation to facilitate source sorting at household and market levels, and we will ensure value addition to waste so that it becomes a resource that attracts greater investment, creates jobs, and keeps Lagos cleaner.
9. Entertainment, Recreation and Tourism
Lagos is the entertainment capital of Africa, yet we have not fully harnessed its potential. We will give greater attention to entertainment and recreation, and we will invest in strategic areas across the state to promote tourism. From cultural festivals to recreational parks and creative hubs, we will position Lagos as a destination that generates jobs, revenue and pride.
10. Power, Jobs, Fair Taxation & Institutional Respect
We will drive reliable power and infrastructure with the same engineering discipline that built the DAIN Group.
We will create real jobs through industrialisation support — not theoretical schemes.
We will ensure fair taxation while guaranteeing the full payment of the approved minimum wage.
And we will restore dignity to traditional institutions and the civil service.
I am ready
The agenda is ready
The only question left is: are you ready to walk with us?
